Penalties for non-compliance with the law are not minor

Sec. 60 A person who contravenes any of sections 5 to 7 and 9 is guilty of an offence and:

(a) is liable on conviction on indictment to a fine not exceeding $500,000 or to imprisonment for a term not exceeding ten years, or to both; or
b. is liable on summary conviction to a fine not exceeding $250,000 or to imprisonment for a term of up to four years, or to both.

Therefore, if any company offers you to mediate a process in CANADA, you should know that it is committing an illegal act, and more seriously, it implicates you in the same offence.
